Contextual Overview
The Malta Financial Services Authority (MFSA) is inviting applications for the full-time role of Legal Officer (Policy) within its Conduct Supervision department. The Conduct Supervision unit oversees cross-sectorial regulatory frameworks spanning banking, insurance, pensions, investments, and funds to ensure consumer protection and fair treatment of clients across regulated financial entities.
Key Eligibility Criteria
- Academic Route: Academic qualification at National Qualification Framework (MQF) Level 6 or higher (or equivalent professional qualification certified by MQRIC) AND a minimum of three (3) years of relevant work experience in a legal, compliance, financial services, or investment services environment.
- Experience Route: Candidates without formal MQF Level 6 qualifications must demonstrate at least seven (7) years of experience within a legal, compliance, investigative/analytical, or financial services environment.
- Foreign Qualification Requirement: Degrees obtained outside Malta require a recognition statement on comparability issued by the Malta Qualifications Recognition Information Centre (MQRIC).
Responsibilities & Scope of Work
- Assist in drafting conduct of business legislation, rules, and amendments to transpose relevant EU laws into national policy.
- Prepare legal positions, internal documents, position papers, and policy memoranda for submission to the Authority's decision-making bodies.
- Monitor EU legislative projects, participate in local and international working groups/committees, and provide input on consumer protection issues.
- Handle internal and external cross-sectoral queries regarding the interpretation and implementation of financial services regulations.
- Conduct legal research, analysis, and draft responses to regulatory surveys from a conduct supervision perspective.
